Russia’s space industry needs more private investment — Putin

The Russian president noted that the urge to attract non-governmental funds had already been on the agenda

NOVO-OGAREVO, June 6. /TASS/. Russian President Vladimir Putin wants increased private investment into the country’s space industry, but understands that this can only happen if profit incentives are given.

Putin asked Roscosmos head Dmitry Bakanov when private money will start flowing into the space industry.

"You see, until investors can understand how they will get a return on their money, there will be no movement. The only movement will be towards the Finance Ministry to get additional resources."

Putin said they had already discussed the need to attract non-governmental funds at previous meetings.

"All the world’s countries are following this path, and for this it is necessary to adopt an appropriate regulatory framework, to create this regulatory framework. Because it is necessary to commercialize the services, it is necessary to set certain tasks for the agencies and private businesses and provide them with some opportunities, including on a commercial basis," he said.

Bakanov explained that work is underway in two directions: the first is the creation of the Rassvet group, which will become the Russian equivalent of Starlink in providing communications services; the second is the sale of high-resolution satellite images, which will be launched in 2026. The regulatory framework has already been adopted, and the last act remains - the tariff for a specific shooting quality, which will be completed by September.

"Not only is the tariff important, but the government's requirements for the participants in this activity are important. There must be requirements. There is a tariff, but no one will pay this tariff. Why pay when you can do everything for free," Putin said.

After receiving an explanation from Bakanov about the agreement with the Finance Ministry about the payment, Putin instructed: "An agreement is a good thing, it's the beginning of the road. But we need regulatory documents. We need to prepare them and implement them in practical economic life."
